Charles I. Small

President & CEO

Charles Inness Small, born August 21, 1946, graduated from The Citadel in 1969 with a Bachelor of Arts Degree. Since that time, he has been involved in the development of real estate projects valued at over $250 million.

From 1981-1983 Mr. Small served as Director of Real Estate for the State of South Carolina (Budget & Control Board) in charge of all leases, real estate brokerage and development for the State Budget Control Board. Mr. Small spearheaded the first sale/lease back of the historic Robert Mills Building (65,000 square feet of office space), along with the redevelopment of the Mount Vernon Mill (325,800 square feet) for the S.C. Tax Commission and State Museum. These two projects represented the first “privatization” of development by the State of South Carolina.

In 1983 Mr. Small became President & Owner of CIS Corporation, a real estate consulting and development firm. He was responsible for the overall acquisition and development of three S.C. Research Authority parks in Charleston, Columbia and Clemson. In 1989 he joined Edens & Avant, Inc., as Vice President for Development in charge of all retail, office and multi-family development in 6 Southeastern states. In this capacity, he led the project teams in developing numerous office and retail developments.

In January 1998 he started the firm of Diversified Development, Inc., concentrating in office and flex space development.  As owner, Mr. Small developed the 100,000 square foot Carolina First Bank Technology center located in Columbia, SC that required the facility to be completed in less than twelve months. In additional, Mr. Small orchestrated the development of Compusystems computer center and 3 South University facilities located in the Carolina Research Park. Over the course of his career, Mr. Small has developed several million square feet of office product for projects for national and regional tenants, such as NCR, Time Warner Cable, DHL and NetBank.

William W. Batson

Chief Development Officer

Will graduated from The Citadel in 1998. Upon completion of his degree, he joined NationsBank as a Consumer Lender. He was recruited shortly thereafter by Davis & Floyd, a regional engineering firm, as a Project Manager.

He managed several commercial projects, but his main focus was on community development. Will was the project manager for the community of Habersham in Beaufort, SC and Maxwell Springs in Greenwood, SC. These two projects represent over 1,500 home-sites.

While with Davis & Floyd, Will attended Harvard University’s Graduate School of Design Professional Development Series. Courses of study included Real Estate Development, Financial Analysis, and Golf Course Development. In 2001, he joined the Fripp Island Development Company where he served as a sales agent and was named the company’s top producer for the years of 2002, 2003 and 2004.

In January of 2004, Will joined Diversified Development, Inc. and serves as Chief Development Officer.  His responsibilities include commercial sales, leasing and development. While at Diversified Development, Will has been a key developer of projects for national and regional retail tenants such as Popeye’s, Freddy’s USA, Rite Aid, O’Reilly Auto Parts, Chick-fil-A  and MedCare Urgent Care.  In addition to retail, Will has had responsibility for development of large office projects for Palmetto Health and South University and has served as a consultant with local banks and a regional hospital system.  Will has overseen approximately $100mm of commercial real estate transactions.  He has sourced for acquisition large industrial and office projects throughout the Southeast and represented publicly traded REITs in those transactions.

At a personal level, Will is an Eagle Scout and is involved in several local organizations.  He is married to Ashley Rockwell Batson and has two sons, William Wade and Wells.

C. Bowen Horger, II

General Counsel and Development Officer

Bowen has been involved in real estate transactions in various capacities since the early 2000’s.  He joined Diversified Development in March of 2014 after more than twelve years as a practicing attorney concentrating mostly on commercial real estate development, leasing and financing.

In addition to overseeing the company’s legal work, Bowen is actively involved in administering company projects with emphasis on due diligence, entitlements, financing, tenant negotiations and project analysis.

Bowen graduated from Wofford College with honors before earning a Juris Doctor from the University of South Carolina School of Law.  He is a licensed real estate broker in South Carolina.  When not working, Bowen is active in the community and enjoys a wide range of outdoor activities as well as travelling and spending time with his wife and two children.

 

 

David R. Brock

Project Manager

David joined the D2 team in July 2015 in a project management and financial management capacity. He is a 1996 Graduate of North Carolina State University. In addition, he earned an MBA from the Babcock Graduate School of Management at Wake Forest University in 2004 with a focus on operations management and finance.

Over the last 10 years David has participated in the development of multiple hospitality projects across South Carolina and Georgia and has owned and operated various small businesses in central North Carolina. He is also a NC licensed real estate broker.

Mindy M. Acree

Accounting and Office Manager

Mindy graduated from Midlands Technical College in 1982. Prior to joining Diversified Development, she worked in the life and health insurance field for 16 years. Mindy joined DDI in January 1998 when Charles opened the company. She has assisted in every aspect of the business and currently manages all office operations and finance.

Robert Dove

Construction Engineer

Upon moving to South Carolina in 2004, Bob started handling commercial construction projects for Diversified Development on a contractor basis. In 2006, he joined DDI full time to oversee construction projects and assist with property management issues.  Prior to moving to Columbia, Bob was a subcontractor with Time Warner and Comcast, involved in rebuilding cable television systems.

Bob’s duties with DDI include:

  • Work with architect, engineers and general contract during the plan development, budget and plan review stages.
  • Oversight of site development, site and building construction.
  • Oversight of general contractor’s pay applications for budget purposes.

Recent new construction projects:

  • South University, Columbia:  20,000 SF physical therapy school and 26,000 SF pharmacy school
  • MedCare Urgent Care:  7,000 SF clinics in Anderson, Spartanburg and Greenville, SC
  • TD Ameritrade Building, Columbia

Recent upfit projects:

  • 77,000 SF office building for Palmetto Health
  • 70,000 SF office building for DHL
  • 20,000 SF office building for Elauwit Networks
  • 8,000 SF historical restoration to be used as office space in Columbia

Josh D. Speed

Associate

Josh joined Diversified Development in 2017 after working on the Industrial Brokerage team for Newmark Grubb Wilson Kibler, an affiliate of the international brokerage firm Newmark Grubb Knight Frank. He was an associate for the firm for two years where he focused on investment and development projects.

Josh is a Columbia native and a graduate of the University of South Carolina. While at the University of South Carolina, Josh was involved in multiple organizations and participated in various philanthropy events to benefit the Cystic Fibrosis Foundation. He also represented USC for the Urban Land Institutes Reality Check for new growth and development in the midlands area.

Prior to Newmark Grubb Wilson Kibler, he gained invaluable experience working in the residential development sector in different markets throughout South Carolina.

Susan P. Hefelfinger

Executive Assistant

Susan joined DDI in August 2015 and assists the team with all development, real estate, and organizational management projects.  She has previous experience in retirement community administration, and most recently spent 11 years as an Executive Assistant with EDENS, a national high-end retail development company.
